PROPOSAL:
Establishment of a European Flagship initiative project in Rural Development for Gender Equality and Economic Growth, 2014-2020,
. Establishment of a Partnership Platform for Co-operation- Quadruple Helix
. for learning and implementation of the gender perspective into the next programme period
.Establishment of a Winnet Center of Excellence, as a part of a platform. In co-operation with rural development/and gender researchers
‘ optimise cross-border co-operation
. sharing of methods and tools for action, to implement gender in rural development

– Secure the implementation of Gender Equality and Women´s participation in Rural Development for Economic Growth, through a Flagship initiative project through a Partnership Platform as a system for policy impact and action plans as a tool for learning and ”doing gender” in European cross boarder perspective – Quadruple Helix,

We also notice the focus on learning and that the tools suggested by the Winnet Europe, Quadruple Helix, can and should be used also in other rural development contexts. The Organizing group support the proposal.

SUGGESTION TO THE ERP:

Secure the implementation of Gender Equality and Women´s participation in Rural Development for Economic Growth, through a Flagship initiative through a Partnership Platform as a system for policy impact and action plans as a tool for learning and ”doing gender” in European cross boarder perspective – Quadruple Helix.

– Quadruple Helix should be more used in rural development generally.

Equality between men and women is one of the EU’s fundamental objectives. As discrimination against women equates to a great waste of human capital, gender mainstreaming is also part of the Lisbon strategy. For women to play a key role in rural development, and to ensure the equal distribution of resources, it is important to place gender equality at the centre of rural development policy.

To this end, the ERP proposes the establishment of a European Flagship initiative entitled Rural Development for Gender Equality and Economic Growth 2014-2020. The inititive would be run by a Partnership Platform for Co-operation, based on the quadruple helix. The aim would be to impact policy, promote learning and best-practice, and the implementation of the gender perspective in rural development overall. A Winnet Center of Excellence could form a part of the platform.

A group is working on this proposal and will report back their conclusions to the organisation group after December 15, and if the work possibly will continue after that.
